 Um, shouldn't we have a setting on the /wp-admin/wpmu-options.php page for
 the sitewide XMLRPC setting?  I had thought that this was being removed
 from mu but I see it's still showing up on the wpmu-blogs.php pages when
 one edits a blog.

 Granted you can set it manually in the wp_sitemeta table....
