#565: fileupload_maxk only update for 'root' site

The setting 'fileupload_maxk' can only be modified from the Site Admin tab
of the base wpmu install. However it is read on a per blog basis. This
means that users with more than 1500k of old entries to import cannot do
 so themselves.

I got around it by hacking the sitemeta table in phpMyAdmin, but this is
not a general solution. It needs to be settable from each blog, or the
site setting needs to propagate. I think the latter is preferable, but I'm
 not a committer.

Note that I have already done the multiple domain hack...It is possible
that the bug does not occur if you are using subdomains or subdirectories.
