Comment:

 Can you try to install wordpress mu 2.6.5 and update to latest trunk and
 create a new blog from admin panel with an existing user.

 The step:
 - new user registration with a new blog
 - the user cancel your blog
 - the admin re-create the blog for the user
 - the user can manage widgets in admin panel but the widgets not appears
 in the blog.
