 When going to a blog url that doesn't exist, there is no message saying
 such or giving the option to create that blog. Instead, the page is
 displayed with the content from the main blog with a 200 OK header. It
 seems as though the code at the bottom of signup.php isn't working.

 This is with the latest 2.7 wpmu from trunk 1581. This is a subdomain
 install and I've tried "Allowed new registrations" disabled and enabled.
