 New function wp_enqueue_style() is similar to wp_enqueue_script() but for
 css. It works fine in WP, and works in admin pages in MU. But on normal
 user pages, the CSS link is never injected.

 I've attached an ultra-simple test plugin. Put the two files in your wp-
 content/plugins folder and activate.

 Tested on 2.6.3, Windows and Linux, PHP5, PHP4
