 Using [1258] I believe.

 Given a user logged in and assigned a Contributor level on a blog, they
 are able to see the Approve, Mark as Spam, and Delete buttons on the
 Comments -> Awaiting Moderation page.  They are, of course, not allowed to
 do such actions.

 The problem though is when they try, no error is produced and the
 Contributor is left not knowing what has occurred.
