  * status:  new => closed
  * resolution:  => invalid

Comment:

 The problem seemed to be that wp-config.php (or wp-config-sample.php )
 changed significantly with the secret_key stuff. If those lines aren't in
 the file, then there will be issues like what I experienced. Hopefully,
 the official upgrade method is smart enough to not have this issue.
