 Running WPMU trunk (r1222). I enable the "Plugins" admin menu (via Site
 Admin > General > tick the Plugins checkbox), but that annoyingly makes
 the Settings top-level menu disappear.

 If I navigate to, say, {{{wp-admin/options-general.php}}}, I can then
 access the pages, but the Settings menu on the right disappears. If I
 uncheck the Plugins menu, it reappears.
