 This bug prevents display of the upload panel (and thus uploading
 anything) when posting on a blog that has never uploaded anything!

 The check fails ("Call to a member function read() on a non-object... wp-
 admin/includes/mu.php on line 318") because the directory doesn't exist,
 so the upload panel never displays.

 Attached patch fixes problem.
