 Recent WP and WPMU versions store the language packs in wp-
 content/languages, thus making upgrades easier, as wp-includes will be
 replaced on upgrades.

 It is ok in WPMU to store the language pack in wp-content/languages for
 blog-specific language settings. However, if you want to change the
 sitewide default language in ''Site Admin -> Options -> Default
 Language'',  WPMU requires the language packs to be in wp-
 includes/languages, too. Elsewise the language packs cannot be selected in
 the Site Admin section.

 This happens regardless of the WPLANG value in wp-config.php. Tested with
 WPMU 1.2.5a.
