 I was wondering if we could get a filter for the "Welcome to WordPress"
 and "Need help with WordPress? Please see our documentation or visit the
 support forums" just like the footer text added in
 [http://trac.mu.wordpress.org/changeset/1156 1156]

 That way it could be possible to create a plugin to customize "everything"
 in the Dashboard.
