Comment:

 Actually, they're suggesting that it would be nice to be able to create
 your own theme templates for the sign-up forms.

 Drop a signup.php file into your theme, and then it could be used for the
 registration instead of a default kubrick kind of layout.

 Essentially, the template controls everything above/below the blog
 form(s), and you don't have to go hacking away at the sign up (or
 activation) files.
