Comment:

 For security reasons you should have directory listings disabled,
 otherwise you'd have to put an index.html in every directory.

 In any case, the files in wp-includes are rarely modified and are well
 known filenames to anyone who downloads wpmu.

 Submit this bug to WP trac? It makes more sense as wp-includes/ is a core
 directory.
