 Thanks donncha.
 Simply changing to ">=" will not totally fix the problem, because the
 second point I added in.
 By default, if "WPLANG" is empty, it is assumed that it will be overrided
 by the site default. But this is confusing, if an user wants to use
 English, the "WPLANG" will also be set to empty!
