The ENABLE_CACHE define is for the internal WP caching. If you want to
enable WP-Cache, then define WP_CACHE in wp-config.php
That's worked for me in the past. I presume the internal wp cache caches
the feeds you're testing. I'll close this as it's not really a bug IMO.
