 When a visitor is trying to access a blog that's not found, they are taken
 to the "create a new blog with that name" page.  Works fine.

 name on the illegal list is fine.

 too few characters is fine as well.

 But when the blogurl in question is contained in the illegal name list and
 is three or less characters in length, an error is generated.
