 Site Options --> Operational Settings --> Upload File Types
 Using these values "jpg jpeg png gif mp3 pdf zip rar"

 I seem to be able to upload zips but it doesn't allow you to actually
 upload rar's.
 I think uploading is still getting limited by "$never = array( 'js',
 'exe', 'swf', 'class', 'tar', 'zip', 'rar' );" in blogs.php but that
 doesn't explain why I could upload the zip

 I believe this is an issue/side effect of mu-plugins NOT getting loaded at
 all!
