#214: Triggering "Updated" Blog Status

With the released 1.0 build I have noticed that blogs are listed as
"updated" if pretty much anything is changed on that blog. New posts, new
comments, theme changed, setting changed, modified post/page, etc.

A new post or page is an obvious 'update', but a new theme or setting? New
comments are something on the fence, but personally I'd lean towards them
not counting and just limiting it to new pages and posts.

Referring to the last updated field in the blogs table, from which
 get_last_updated (wpmu-functions.php) pulls its info.

Granted, this is kind of trivial, but does a theme change or a comment
truly count as a site update?
