[wp-xmlrpc] XMLRPC for Wordpress Mu - blog_id parameter

Yes the blog_id parameter needs to be included in the method call, but
it's value can be anything, including blank.

We've talked in the past about actually making the XML-RPC methods do
something with blog_id, but for now it is just a place holder.
