[wp-xmlrpc] Plugin Management API functions

Hi Devin,

There is already a trac ticket open for adding plugin management capabilities, you could post your diffs to that.

The current patch on that ticket is something we wrote for one of our web apps, it only exposes reading plugin information currently.

I would be more than happy to test out your code and feedback on whichever trac ticket you do end up using.
