[wp-xmlrpc] Plugin Management API functions

     Hello everyone!

     I had originally posted this on the Support Forums, but josephscott 
asked if I wouldn't mind posting it here either. Attached are some diffs 
for xmlrpc.php and /wp-admin/includes/plugin.php which add Plugin 
Management capabilities to the XML-RPC API. A Trac ticket is in the 
works but I thought I would put these out on the list for everyone to 
try out.

     There's a bunch more functions that I have written for the API but 
they cover different areas.
