[wp-xmlrpc] XML-RPC and AtomPub to be disabled by default in 2.6

Big heads up here, XML-RPC and AtomPub will be disabled by default in  
WordPress 2.6.  The code for XML-RPC has already been added to -trunk  
and I'll be looking at the AtomPub code to figure out how best  
address that.

They are easily turned back on in wp-admin.
