[wp-xmlrpc] base64_decode missing in metaWeblog.newMediaObject

It was pointed out to me (http://garrickvanburen.com/archive/wordpress-27-xmlrpcphp-monkey-patches 
  and http://www.kgarner.com/blog/archives/2008/06/06/small-fix-for-wordpress-xml-rpc/) 
  that in metaWeblog.newMediaObject WordPress is not decoding the bits  
field as base64, which is what the spec indicates it should be: http://www.xmlrpc.com/metaWeblogNewMediaObject 
.    I'm happy to push for this fix to go into WordPress, but wanted  
to get some feedback first since the code has been missing this for at  
least 2 years.
