[wp-ui] Admin theme-ing

Hey Luke,

I think you have some good ideas, however some of it is probably  
plugin territory. As mentioned a few times  on the UI list this past  
week, we're going to be looking at a lot of things for 3.1 and admin  
styles/themes is one of the ones that I personally want to look at in  
quite a lot of detail. I have no idea yet to what extent this will be,  
however I'd welcome your contributions once we start to spec out the  
3.1 features in the UI Group.
