 I'm aware Gutenberg issues go to GitHub. I was recommended to file this
 here, because it is a backport request for WordPress core.

 I've confirmed that the
 https://github.com/WordPress/gutenberg/issues/26914 correctly fixes this
 issue new content in Gutenberg 23 (e.g. via WP Playground and installing
 latest Gutenberg as a plugin). I confirmed this both when making the link
 visually, and when pasting from Obsidian. I also confirmed that if I paste
 from a web app that itself sets `rel=noreferrer` besides `target=_blank`
 (not Obsidian, but e.g. Slack) that this is now also stripped/normalized
 away on paste.
