 The purpose of this ticket is to track work to fuzz-test the HTML API
 against inputs that could raise issues or bugs and then fix them in 7.1.

 Noted already are a few cases where:
  - out-of-bounds text access throws warnings
  - HTML normalization is non-idempotent on malformed inputs
