 On the Plugins → Add New screen, the "Search plugins" label (positioned
 above the search input) visually collides with the active tab indicator
 underline of the "Search Results" tab directly above it. As a result, the
 label appears broken/cut off — only "Sear" is visible on the left of the
 underline and "Plugins" appears on the right, making it look like two
 disconnected text fragments.

 **Steps to reproduce:**
 1. Log in to WP Admin.
 2. Navigate to Plugins → Add New.
 3. Type any search term to trigger the Search Results tab.
 4. Observe the label area immediately above the search input.

 **Expected behavior:**
 The "Search plugins" label should render cleanly as a single readable
 string, with adequate spacing/z-index so the active tab underline from
 "Search Results" does not cut through it.

 **Actual behavior:**
 The label text is bisected by the blue tab indicator line, displaying as
 "Sear" + [underline] + "Plugins", which looks like a rendering glitch.
