 It is not possible for other contributors to reproduce this issue without
 more information.
 Please add detailed step by step instructions, like, where to click, and
 information about which WordPress version you updated from and the
 WooCommerce version.

 Are you absolutely sure you selected the option that says "For a specific
 item" and not "For all items"?`
 Only "For a specific item" has that list of category names. Sometimes it
 can take a second for the list to load.
