#65332: Custom HTML block should display the HTML code by default

The Custom HTML block currently displays the Preview by default. This has
major drawbacks in the following areas:
(1) Searchability – Users can no longer Ctrl+F/Cmd+F on the Editor page to
search through all of the Custom HTML blocks at once; instead, users are
made to click on one Custom HTML block at a time.
(2) Efficiency – Users are made to click on the Custom HTML block multiple
times before being able to edit the code.
(3) Visual Experience – Many HTML tags do not render accurately in
Preview, making it useless as a way to check whether the code renders
correctly.
In sum, please bring back the old Custom HTML block where the HTML code
was displayed by default, or at least please give users the ability to
choose which view they want as their default.
