Comment:

 I tested on the oldest available version on playground (6.3) and this
 issue was present then, so it certainly wasn't introduced in 6.9.4.  I've
 opened [https://github.com/WordPress/wordpress-playground/issues/3665an
 issue with the playground team] to support even older versions of
 WordPress in the hope of helping identify when this started to be an
 issue.
