 For 7.0, I agree with the `_doing_it_wrong()` approach. Its impact is
 minimal and should help to address the root of the problem. The downside
 is that it's possible to use module dependencies correctly without loading
 in the footer, to the warnings may produce noise in valid cases. At this
 point in the release cycle that tradeoff seems acceptable.

 For a future release, I'd like to see an improved solution that leverages
 multiple importmaps that can be printed as necessary.
