Comment:

 With 7.0 RCs resuming in a few hours and this ticket having commits that
 were made during the 7.0 release cycle, I am going to close this ticket
 out.

 I have opened #65208 to continue working on this during the 7.1 release.
 For now I have just copied this ticket's entire description and included
 some context above that. But it should be updated to include a summary of
 the direction that was chosen and the tasks required going forward.

 I also upated every pull request referencing this ticket to now reference
 the new one so they are not lost in the transition.
