Comment (by realloc):

 I can confirm that the bulk actions on the Sites list table are not
 coherent with the single-site actions available under each site's row
 actions.

 The current bulk actions are: **Deactivate**, **Archive**, **Spam**,
 **Delete**.
 The single-site row actions are: **Flag for Deletion**, **Archive**,
 **Spam**, **Delete Permanently**.

 At a minimum, the labels should be aligned between bulk and row actions.
 Beyond that, it would be worth discussing whether additional actions (like
 "Activate" / "Unarchive" / "Not Spam") should also be available as bulk
 actions, as the original ticket suggests.
