 I have created a PR here https://github.com/WordPress/wordpress-
 develop/pull/11772 to respect the option `wp_attachment_pages_enabled` in
 both the editor permalink UI and Media Library templates.

 I want to know if we need to add a setting to manually enable/disable
 attachment pages which will control the `wp_attachment_pages_enabled`
 option value.

 Also, we will need similar changes on the gutenberg codebase. I will be
 working on that.
