 I tested the ticket and I can confirm that as a Site Admin, you initially
 get the following content:


 > **Import**
 >
 > If you have posts or comments in another system, WordPress can import
 those into this site. To get started, choose a system to import from
 below:
 > No importers are available.

 After the Network Admin installs the WordPress Importer plugin, the Site
 Admin still gets the same error message. Only after the Network Admin has
 opened the Importer once does the Site Admin finally gain access to use
 it.
