 I tend to agree with this. Since this element has not matched the color
 scheme in the past, I think it's not surprising to a user if it does not
 after updating. Reverting gives us more time to find a better solution to
 this.

 If we could find a minimal way to change the admin bar solely in the admin
 and leave it as it was in 6.9 on the front end for 7.0, I think that I
 would be in favor of that as an incremental step. But given that we're now
 less than 24 hours from the next pre-release, it's getting down to the
 wire.
