Comment:

 There was a filter added in 4.2.0, `comment_form_submit_button`, that
 allows you to filter the submit button itself. This should make it fully
 manageable to insert fields above the submit button in the HTML of that
 return value.

 Is there any reason that filter isn't viable for what's being discussed
 here?
