Comment:

 Since #57791 was resolved, all admin notices are run through
 `wp_admin_notice()` and, correspondingly, through the `wp_admin_notice`
 action and the `wp_admin_notice_args` and `wp_admin_notice_markup`
 filters.

 Other context should be available environmentally, so I think this can be
 closed.

 Feel free to comment or re-open. if there are gaps that still can't be
 achieve.
