Comment:

 As per today's bug scrub:

 We have several options with this one:
 1. Revert the whole block level css feature and punt it to 7.1
 2. Find a solution for the issue on this feature during the small amount
 of time we have until 7.0 is released
 3. Show a simple warning notice and punt a more complete solution to 7.1
