 Each packaged theme update would need a changelog entry, and T22 and T23
 do not give a compelling reason to update them (either manually or with
 auto-updates) at this time.

 [60158] skipped both T23 and T24 for the 6.8 cycle, and
 [https://core.trac.wordpress.org/ticket/64069#comment:4 6.9 skipped T23]
 again. Earlier, #55810 reverted the version bump for Twenty Ten because it
 was not updated in the 6.0 cycle.
