 This won't help, as the problem is Admin will find it difficult to
 understand which is Indian Tamil and Lankan Tamil. Assuming, even if both
 are 100% translated, few words remains different. An example would be
 colour and color in English US vs GB or the usage of cart and basket for
 WooCommerce.
