 I was able to reproduce this issue.

 It seems like PHP is still needed during the build process when using npm
 ci.

 This is not what I expected before.

 Can we please clarify if PHP is supposed to be a dependency or if there is
 another way to handle it?

 I would like to know if this is, on purpose or if it can be changed.
