 This was discussed during an impromptu scrub.  Myself and @joedolson both
 are concerned about the idea of just adding a notice as it won't stop
 users from potentially breaking a page without the ability to unbreak it.

 This needs either a proper solution that won't lead to broken webpages or
 the per block css feature should be punted from 7.0.
