Comment:

 This has been fixed by way of the changes in #64393/[61438] and
 #64909/[62072].

 The `script-loader-packages.php` and `script-modules-packages.php` files
 are no longer minified and the `.min` counterpart has been deleted.

 Marking as a very rough duplicate of #64909.
