 Another thing I noticed is that this is implemented as `<a href="#">`.
 Isn't [https://core.trac.wordpress.org/ticket/26504#comment:18 using a
 button considered preferable]?  (As an example, "Collapse Menu" in the
 sidebar is implemented as `<button type="button">`.)
