Comment:

 If RTC is disallowed via the constant/environment variable, I think it
 would be best to suppress the setting without displaying a notice

 The administrator can't take any actions based on the notice as the
 feature is off at the server level, it's effectively a permission check.

 A similar example is that the CSS editing fields aren't displayed if
 `current_user_can( 'edit_css' ) === false`.
