 The database change isn't going to make it in for 7.0 per discussion with
 @matveb, @annezazu, @ellatrix, @griffbrad, and others. All of the hard
 work on it to this point is very much appreciated, and we definitely are
 going to want to continue to validate it for the 7.1 cycle. But the
 urgency is reduced now that we're moving forward with the fix @ellatrix
 implemented to prevent the cache invalidation.

 I think we're all in agreement that it's the better overall long-term
 approach and will likely be a big part of the continued improvement of
 RTC.
