 I did a first pass on the UI. A few notes:

 1. It seems as though the css for `inline` notices were removed at some
 point. Still investigating that. This is why they are full width.
 2. In order to be more consistent beetween the three states, I changed
 `Enable early access to real-time collaboration` to `Enable real-time
 collaboration feature preview`.  This way it is always "real-time
 collaboration feature preview`.  @Joen - Are you good with this?


 This also adds the constant `FORCE_COLLABORATION_ENABLED`. Very open to a
 different name.
