 I think the option is going to have the following states that we can
 detect (after the config flag has been added):


 1. Off by default with no additional changes (This is what is planned to
 be shipped)
 2. On by default by using the `default_option_wp_collaboration_enabled`
 filter.
 3. Off by choice
 4. On by choice
 5. Disabled by config flag (it isn't possible to know if the flag is set
 by the host or not)
 6. Enabled by config flag


 @Joen Does this change your suggestions in any way (other than make it
 likely we should use your suggestion that doesn't mention hosts)
