 Code Quality: Simplify tag URL assignment in `wp_generate_tag_cloud()`.

 This removes a redundant ternary that no longer affects the logic after
 the `esc_url()` call on the tag URL was moved to the output in an earlier
 revision.

 Follow-up to [9518], [11383], [32996].
